Was the Ministry of Culture Website Really Hacked?

Usually when a website has been hacked it is obvious. But in this case it is very subtle. So much so that maybe it wasn’t hacked. Hidden at the bottom of the front page are two links to football betting sites. Was this a case of hacking or was the webmaster selling links on the side? The website at the moment has been taken down while this is being investigated.
