Usually government agencies and state enterprises such as the post office are closed over the public holidays. Banks are also usually closed. Though these days bank branches in shopping malls and supermarkets sometimes stay open. The same goes for post shops. If you need to send a letter or parcel over the new year holiday, you will find the following 22 post offices open:

Thanks so much for this list, I fly back to the UK on Jan 3rd and all my local post offices in Sukhumvit Soi 23 are closed until the morning I leave. I need one that’s open tomorrow! I can’t seem to find a post office in Central World though – could you tell me where that is? If not I’ll have to mission to Bang Na.
